Beneficiaries
State central administration bodies
Note: The Administrative Modernisation Agency is the only beneficiary in operations to expand and reorganise the national network of Lojas do Cidadão e Empresas (one-stop shops) and overall operations.
Types of operation
The following types of operation are eligible for support - individual (undertaken by a single beneficiary) and multiple (involving at least two beneficiaries):
a) Improvement and streamlining of service to the public and companies, especially:
i. Expansion and reorganisation of the national Lojas do Cidadão e Empresas network;
ii. Creation of mobile Lojas do Cidadão units to further improve services in sparsely populated areas by integrating resources and providing better articulation between the public and companies;
iii. Organisation and integration of administrative services and use of information and communication technology (ICT) to provide information, based on the needs of end users, the public and companies, as a one-stop shop;
iv. Services using multi-channel technology for service and communication within the public administration and between the administration and the public and companies;
v. Assessment of service-user satisfaction, monitoring of levels of service, certification of quality of service and introduction of best practices for the public and companies;
vi. Reduction of context costs in the justice system and dissemination of good practices in public justice administration and judicial administration;
vii. Deregulation of and better access to justice services by the public, by using ICT;
b) Rationalisation of the organisation and management of the public administration, especially:
i. Organisational rationalisation and simplification;
ii. Reengineering and reducing paperwork in interaction processes between the administration and public and companies and within the internal administration processes, by means of across-the-board integration;
iii. Promotion of organisational and management innovation in the public administration;
iv. Creation of relationship networks and sharing of knowledge in the public administration;
c) Administration networking, especially:
i. Development of technological infrastructures to support administrative modernisation in the public administration;
ii. Development of mechanisms to ensure interoperability between the different information systems in the public administration, including use of electronic identification;
iii. Development of integrated communication solutions ensuring connectivity between public services based on appropriate security mechanisms, in order to rationalise the state's communication infrastructures and services;
iv. Implementation of the priorities set at European level for electronic administration;
v. Implementation of instruments for managing and monitoring the territory;
vi. Implementation of innovative technology in the public administration, especially participation mechanisms and the reinforcement of electronic administration in the exercise of citizenship.
In the Operational Competitiveness Factor Programme, overall operations are also eligible for support. These are large, inter-ministerial (involving at least three ministries), integrated operations with the potential to generate critical mass at national level and significant learning or dissemination effects.

Non-repayable funding.
Minimun funding rates
Maximum ERDF rates - 85% of eligible expenses
Only 68.5% of the total eligible expenses will be considered in the NUTS II Lisbon region.
Applications
1. Applications are submitted in reply to calls for applications, the announcements of which are defined and disseminated by the management authorities.
2. the case of overall operations and the expansion and reorganisation of the national Lojas do Cidadão e Empresas network, applications are submitted in response to public invitations in a negotiation process between the management authority and the single beneficiary.
3. In the case of individual, parameterised operations for joining overall operations, submission of applications takes the form of a pre-formatted operation.
4. Applications are submitted online on forms provided by the management authorities.
